Does anyone in the Illinois area know of any lawyers that will work based on your income?

My boyfriend lives in Wisconsin but has a rough custody case he is working on in Il. The mother of his child is trying to keep him completely out of his childs life. They went to medeation but she is being unreasonable and will not agree to anything. Im not going to get into the whole story as I'm sure most of you don't want the nitty gritty details. I know there is a service in WI that will work with low income people (my ex- husband used them) but I don't know what its called and can't find it on the internet. Is there anyone who might of used a lawyer that does low income cases in IL? All he wants is what it fair. Every other weekend and half of vacations ect....
