What might be causing the spark plugs to soot too fast?

I changed the spark plugs on my car, and i didn't ride it more than a 10 kilometers and it started to run sluggish again. The spark plugs were dirty, with black soot from incomplete combustion. why is this happening? is it a carburetor problem? something else? details? thanks!
